About Ana Domínguez

Throughout her career, Ana Domínguez has demonstrated a steadfast commitment to public service and the fight against the climate crisis. Ms. Domínguez is the chief climate mitigation officer for the Government of the Republic of Panama and is also part of the national delegation to the United Nations Climate Negotiations. Ms. Domínguez coordinated the mitigation component of Panama´s contributions submission to the Paris Agreement in 2016, its update in 2020, and the Second Biennial Update Report to the United Nations Framework Convention on Climate Change (UNFCCC) in 2021, which included the first time-series for national GHG inventories (1994-2017) and concluded that Panama is carbon-negative country.

Ms. Domínguez co-authored the Executive Decree, which created the National Reduce Your Footprint Program to monitor mitigation actions in Panama. Additionally, she launched Reduce Your Footprint Corporate, the first state-run GHG management program for the corporate sector; and the First Fifty Carbon Neutral Organizations Declaration. In 2018 & 2019, Ms. Domínguez co-hosted the Climate Leadership Academy for Youth Leaders, a national effort to integrate climate leadership across sectors and movements. She also spearheaded the implementation of LEED Standards for sustainable buildings in the early 2010s.

Ms. Domínguez holds a master’s degree in Energy and Environmental Management from the Technical University of Berlin and a Civil Engineering degree from the Technical University of Panama. She is a member of the roster of experts of the UNFCCC.

During her Humphrey Fellowship Program at UC Davis, Ms. Domínguez is examining U.S. corporate climate policies, climate targets, and Energy Policies including carbon pricing instruments.
